3. Can you accept the internet connection is only 9600bps?

The followings is let you know how to activate your Windows CE device can use IrDA as Modem.

Use Registry Editor, such as Pocket RegEdit, Tascal RegEdit, etc...

    for example,

    HKEY_LOCAL_MACHINE\ExtModems\IrDAPhone

After this setting is completed, then you can use this modem in Dial-up networking.
